BSVCA Executive Board

Mike Rodriguez – President

Aaron Thomas – First Vice President
Aaron and his wife, Beth, have lived in the West End for 15 years, moving to the Brookville-Seminary Valley area to keep their daughters at Polk Elementary and Hammond Middle Schools. A member of the BSVCA Board since 2023, Aaron is dedicated to strengthening neighborhood ties. His community involvement includes serving as an assistant soccer coach since 2022 and advocating for local school infrastructure through the PTA and organizing neighborhood clean-ups at Hammond Middle School and Holmes Run. His goal is to continue finding creative ways for neighbors to connect and to ensure Brookville-Seminary Valley remains a vibrant, involved community.

Jeremy Ellsworth – Second Vice President
Shortly after moving to the neighborhood in 2019, Jeremy got involved in BSVCA, eventually finding his way to the board. He is excited to bring his nonprofit finance and management experience to the organization. Jeremy believes that a strong BSVCA leads to a strong neighborhood with its interests well-represented at the city level, and is excited to contribute to that success.

Dianne Casey – Secretary
Dianne has lived in Alexandria since 1978 and in Brookville-Seminary Valley since 1982 and believes that the area is a vibrant and engaged neighborhood, and feels fortunate to be able to serve as Secretary in the BSVCA. She also serves on the board because she believes the Brookville-Seminary Valley Civic Association serves a vital function in keeping our neighborhood informed about proposed improvements and growth within the City of Alexandria as well as how the decisions of our City Council might impact those of us living here in the West End.

Paul Linseisen – Membership Secretary
Paul and his wife moved to Brookville-Seminary Valley in 2012 for its great location and sense of community. He has been a member of the BSVCA for a few years and has joined the Board as Membership Chair in 2026 to help the organization enhance its reach across the community. Paul looks to BSVCA to be a sounding for how to improve where we live, and a connection for residents to the city and the greater community.

Ginny Franco – Parliamentarian
Ginny has been a West End resident for 57 years and with her husband, Joe Hicks, have lived in the Brookville-Seminary Valley—and members of BSVCA—for 30 years. She’s served on PTAs at Polk, Patrick Henry, Hammond and TC Williams and served on COG Committees and State Election Committees. After 30 years of service for the City of Alexandria as the Deputy Registrar of Voters, she retired and worked for the State Board of Elections on national and international absentee voting issues, and served as support services to localities throughout Virginia. On the BSVCA, she served as Parliamentarian for three years and an at-large member for many years because she believes that the civic association is an important part of community life.

Jenn Wylie – Treasurer
Jenn and her partner, Aaron, have lived in the Brookville-Seminary Valley neighborhood for 20 years. She joined the BSVCA to be more involved in her local community and to meet more of her neighbors. She is an avid ice hockey player and knitter who spoils her dogs entirely too much.

Anne Koster – Member at Large
Anne and her husband moved to Alexandria in 2012, then into this neighborhood in 2013. She and her family love the tree-lined streets and strong community of neighbors. She’s enjoyed connecting with neighbors through the BSVCA and the schools, as well as sports and other recreational and social activities with the kids, dogs, friends, and neighbors.

Mike Doney – Member at Large

Laura Kapelski – Member at Large
Laura has lived in Brookville-Seminary Valley for 10 years, where her family stays busy with house projects and school activities at James K. Polk Elementary. Her two boys are regulars at Friday night Dodgeball, and she loves staying involved in the community by hosting mom’s wine nights and helping with annual block parties. With a 15-year career in talent and learning development across consulting and consumer goods, she joined the BSVCA to give back and help keep our neighborhood the best—and best-kept secret—in Alexandria.

Sara Schwartz – Member at Large
For the last 20 years, Sara has called Alexandria home. She and her wife, Jen, live in one of the KMS townhomes and are longtime journalists who enjoy walks through Holmes Run Trail, gardening, and hosting get-togethers. She joined the BSVCA in 2026 to get to know more neighbors and help strengthen the sense of community that makes this area so special. She looks forward to supporting an engaged, connected neighborhood.
